How to read this: Each career field gets a Supply score (training hours + course places at UCM) and a Demand score (live IoM vacancies + workers already in these roles). Where demand outstrips supply, we flag a Critical Gap or Undersupply. Where UCM trains far more than the island needs, it's an Oversupply — fine if graduates are exporting their skills, worth questioning if they aren't.
