What changed
Smart Island has nine AI advisors that analyse the Isle of Man's labour market, economy, and environment every week. This week, all of them got significantly smarter through three upgrades that work together.
1. Historical continuity — advisors remember last week
Previously, each advisor run started from scratch. It saw the current week's data, generated its analysis, and moved on. The next week it had no memory of what it had said before — which meant it could repeat the same insight five weeks running, or flip positions without acknowledging the shift.
Now, every advisor loads its own previous report before generating a new one. The prompt explicitly tells the AI: "You wrote these insights last week. Reference them where relevant — acknowledge if trends you flagged have continued, worsened, or reversed. Don't repeat yourself. Build on what came before."
The result is advisory content that reads like an ongoing conversation rather than a series of disconnected memos. When the Careers Advisor flagged construction sector growth last week, this week it follows up: did the trend continue? Did the vacancies materialise? What changed?
2. Economic context — government data baked in
Advisors previously had access to live job market data and news headlines, but not the broader economic picture. They couldn't reference inflation trends, property prices, unemployment rates, or company formation numbers — all of which are published quarterly by the Isle of Man Government.
Now, every advisor automatically loads the latest economic indicators and weaves them into its analysis. The Economics Advisor can cite the actual CPI rate when discussing cost-of-living pressures. The Employer Advisor can reference the real employer count and private sector job numbers when advising on hiring strategy.
This isn't just cosmetic. When an advisor says "the labour market is tightening," it now has the unemployment figure, vacancy count, and work permit data to back that claim up — or to challenge its own assumption if the numbers say otherwise.
3. Grok-4.3 — opinionated by design
The biggest change is the AI model itself. All advisors have moved from GPT-5.4-mini to Grok-4.3 via Azure AI Foundry.
Why? Because good advisory content takes positions. It doesn't hedge with "stakeholders may wish to consider" — it says "do this, here's why, here's what happens if you don't."
Grok is naturally more direct and willing to commit to a position. Combined with our "Signal, So What, Now What" prompt framework, the advisors now read like a sharp consultant's briefing rather than a civil service report.
The Economy Stats Advisor was also upgraded with a new identity prompt: an independent analyst who "tells the government what they need to hear, not what they want to hear." It now loads the weekly news digest for current-affairs context alongside the quarterly statistical data.

The pipeline
The advisor pipeline runs every Sunday and follows a strict sequence:
- News Digest — scrapes 7 Isle of Man news sources, AI-summarises into structured themes
- Weekly Advisor — generates 4 persona reports (Careers, Economics, Employer, Strategy) using live DB data + news + previous reports + economic indicators
- Specialist Advisors — Economy Stats, Sector, Biosphere, Subsea each run independently
- Vannin — reads ALL other advisor outputs and synthesises 10 opinionated perspectives
Vannin runs last because it needs to see everything else first. It's the meta-advisor — the one that spots contradictions between what the Careers Advisor says and what the Economics Advisor says, and calls them out.
What's next
The advisors are now producing meaningfully better content, but the underlying data they analyse keeps growing. Every week adds more job market history, more news context, and more economic data points. The advisors that ran in March with 8 weeks of history now have 16 weeks — and the analysis gets richer as the baseline grows.
We're also exploring multi-week trend detection: instead of just comparing this week to last week, advisors could identify patterns across 4-8 week windows and flag emerging shifts before they become obvious.
